Not too sure I'm understanding this right, but you can 'Right Click' > 'Keep in Dock' on an icon to keep it there for use later. Is that what you're looking for?

I mean to lock the dock, so that we can't drag icons out by accident or to drag them out of place.

As far as I'm aware, this isn't possible. If you want, you can create a bug report at https://bugs.launchpad.net/plank/+filebug for the developers to take a look at, and see if they wish to implement it.
