Error in installing Pipelight on Kubuntu

I tried to use the Pipelight installation commands in the Kubuntu terminal, but after:
sudo add-apt-repository ppa:pipelight/stable
it says: sudo: add-apt-repository: command not found. I know very little about this stuff and am only trying to watch Silverlight dependent videos on my Toshiba 2 Chromebook. As I know very little about UNIX commands and terminals, I could really use step by step instructions.

Please open a terminal window and issue the following diagnostic commands

uname -a
lsb_release -crid
sudo dpkg --audit
dpkg -l | grep software-properties-common

finally copy/paste all output into this question document.
