is their a way to transfer pinta from my c drive to my d drive without loosing my personal settings?

On windows the settings should be saved to "%AppData%\Roaming\Pinta" so you just need to copy those files to the new folder (if the AppData\Roaming path is changing)

okay but do i still need to reinstall pinta on my d drive?

Possibly, I think you may want to uninstall and reinstall just so that the start menu shortcuts etc update to point at the new location
