how to superimpose layers?

I'm trying to add a small version of one photograph onto another ('before' and 'after' type of thing) but whenever I add a layer, or import from a file, it just adds a full size photo and the previous layer is removed.
It's driving me MMMMAAAADDDDD!
Any idea how to do this?

When opening a file, were you using "File / Open", or "Layer / Import from File..." ?

I've tried both Open and Layer/Import.
I have noticed that when I close the current layer, and the next, and the next, I do have all of the files layered but they don't show in the right hand column as available, just the latest one opened.
When I do manage to get two photos 'layered' they are full size and I can't get them to reduce in size separately. If I apply a resize, or drag from a corner, they both resize.

In the right hand column, do you have both the Layers palette and the Images palette open, or just one?

(You can use View / Tool Windows to open any hidden palettes)

Ah, that might be a good point. I don't know. I'll check that out and get back to you. Thanks for the advice so far.
