Why is the Preview Article button on the Edit Article page disabled?

Is the Preview Article feature incomplete? The button is always disabled.

Yes, it is incomplete. It seemed easy enough to put in originally (and it functioned perfectly), but then I added the image upload form, and that really messed up the entire thing. After a couple of other things, the feature was much too buggy, so the button was disabled.
