Windows 1250 charset

Is there any way to set PHPNS to create news with Widnows-1250 charset? When I set this charset in my index.php page I get unreadable text. When i set it to UTF-8, my included menu.php page get broken instead of news.
I am using PHPNS on site with czech text.

Sorry, I have virtually no experience with Windows-1250 charset, and I don't know how to solve your problem. Perhaps there is a mutual charset that your menu will work with and phpns?

Can you help with this problem?
