Changing language to spanish

Please i need your help i have dowloadedd all the files .mo too i have changed the chracterset, region, and language to spanish but not chnage the interfaz to spanish, i need some tutorial or manula of how i can to chnage the language all to spanish, i have read all the manual and tutorial but not find how i can to chnage the language to spanish, please help me tell me were i must point the .mo files

At this stage translation does not work well in shared hosting as one needs to restart the Apache server.

Hello, please explain me in that folder i must save the mo files becouse my local server not sharing honsting, is in we netwok we have one xampp server for test but not appear the traslation of the system, i need to do some becouse your system is good but need spanish language working, i made all the indications of the wiki document but not work
