Can I remove Old Legacy Template and Empty Template

Can I uninstall and delete the Old Legacy template and the Empty template on the v3?

If they are not needed for anything then I would like to remove them to save disk space.

After I asked the question, I found the file that says "Do Not Delete Empty Folder".

So I guess I can delete the Old Legacy theme folder, but should leave the Empty folder intact.

Provided they are not used by menu items, I would say yes. Don't forget to "uninstall" them from the template manager.
