Short answer: no.

Longer answer:
Phatch uses PIL for all its image manipulation. PIL doesn't support RAW images AFAIK. If you are fluent in python and know how to handle RAW images with python, you should contact me. Then it should be possible to convert it to the PIL format.

The new Phatch 0.2 adds RAW support. What is your camera and what is the file extension of your camera?
