is there a list of all configuration options?

I'm using pantheon greeter in arch linux and I want to customize it a little so I was wondering if there is any documentation online. So far I've only been able to change the wallpaper.

I am sorry to say but we don't have these kinds of list.
You would need to read the source code to find it.
I don't know is CSS theme is supported by greeter.

I do know that this greeter is designed for elementary os.
It is made in a way that you don't need customization like all of elementary os.
Therefore we usually don't add customization support.

if you want to completely tweak and customize greeter i would suggest using another implementation of lightdm greeter, since you are running arch. Ubuntu and mint has one i believe.
