How can I create a new folder within a folder?

Initial goal: I wanted to create a folder below "Pictures".

First try:
1) I clicked on "Home" on the left side panel.
2) I right-clicked on "Pictures" on the content side: no context menu entry for creating a new folder

Second try:
1) I right-clicked on "Pictures" on the left side panel: no context menu entry for creating a new folder

Third try:
1) I clicked on "Home" on the left side panel.
2) I clicked on "Pictures" on the content side.
3) I clicked into the empty space: yep, there is the entry "New>Folder"

What do I do when there is no space left anymore? I get the feeling that relying on empty space to manage a folder is not a good idea.

There is a (long-standing) bug about this (see linked bug).

Assuming that making the window bigger or using Ctrl-Scroll or zoom keys to make the icons smaller cannot create space, the workarounds are:

1) Switch to Icon View. There is always empty space available.

OR

2) Click on the editable part of the location bar and type the name of the folder that you want to create at the end of the path. Press Enter. The view will show a "Folder does not exist" message and give an opportunity to create it.
