Why doesn't the point below Plank? Bug?

I've reinstalled elementary OS and I've upgrade it. Then I see that the point that said if any application (that is kept on Plank) is not below the icons of the open application.

Is it due to the upgrade or a bug?

I don't have this issue. If you are sure everything is up to date, and your ISO came from http://sourceforge.net/projects/elementaryos/files/unstable/ , then it's probably best to submit a bug report.

Can you help with this problem?
