Failing to download p3d_plugin.dll

The *.p3d package-creating tools fail at the stage of downloading the core API (p3d_plugin.dll).

I've tried to create *.p3d application from my test project with

packp3d -o test.p3d

I get this:

Unable to load Panda3D plugin.

However, I can see p3d_plugin.dll in my C:\Users\Дима\AppData\Local\Panda3D\coreapi\win32\

ppackage reports the same problem.

I'm using Panda 1.7.2, Windows7 32bit on laptop.
