change the window slider mechanism

this window slider mechanism now employed is just terrible. is there anyway to go back to the *standard* window slider mechanism? this would be where the slider is visible *all the time* and we don't have to play games with the slider appearing and disappearing seemingly at will. ANY help would be appreciated with this as it's driving me nuts. Thank You in advance.

Assume it means overlay scrollbar.

First part of my problem was I didn't realize those were called "overlay scrollbar". Sorry. Your fix appears to have solved my problem and for that I thank you a thousand times!! Thank you again. I do appreciate your help.
