export video dvd poor quality

Hello!
I had a jvc camera that record mpeg at high quality (9000 kpbps) in mpeg files.
I think that a good video editing software must maintain the quality of originl video, if possible.
I loaded the mpeg file in openshot and then simply export in DVD high quality. The result is a vob file at 5400 Kbps.
The quality of the output video is poorer than the original one.
Other commercial software has a "smart rendering", that means that if I load a mpeg file and than I want in output a mpeg file, it maintains the original rate without
I usually make DVD of my "domestic" movies. I can accept a reduced video quality when I resize a long movie in a DVD size.
That said, my question is: when I choose an export type (e.g. DVD), openshot can recognize the files in the project and, if possible, not re-encoding them (if mpeg) or re-encoding only the modified parts (transitions, effects) ?

Let's try this. After selecting the export option (i.e. DVD), switch to the
advanced tab, and try a few different video and audio bit rate options. See
if you can find a magic number which produces good output. Thanks!

Jonathan, I'm guessing your suggestion the answer to improving the quality. But, Is there a way to prevent re-encoding of footage that is not run through effects or transitions? If so, this would be a huge time-saver when exporting (especially when working with HD).
