can´t use the efects for videos

I've just dowloaded openshot to edit a video and I am trying to learn how to use. When I installed it, a window appeard that said I might not be able to use the efects and transitions and needed to download a plugin (fei0r), so I did, but can't still use the efects. Is there a step I'm skiping o anything I should do, or is just the program that doesn't work?
