Inserting pauses - and action buttons.

I have a fairly long mp4 video that I am trying to edit pauses into.
Basically I want it to pause and wait for viewer interaction, where viewer interaction would be to click on one of a few buttons.
Most likely buttons would be; Continue, Replay from last marker, replay from 2 markers back, skip to next marker.

So far I have figured out how to put the whole mp4 video onto a track and insert a marker.
What are the "add action buttons" commands ?

Perhaps a different/better way of phrasing the question might be;

If I cut up the long mp4 file into several clips can I then ?;
1) somehow assemble them onto tracks and insert stops/pauses at the end of each clip
2) insert such buttons as [replay], [skip] and [continue] at each stop/pause
