How to add a new effect library

Hi,

OS is a free and open source software and obviously, you can contribute at
his development. Once time you have done your work on it and send us your
patch, we will test it and see if we will include in another milestone.

However, you must keep in mind that the next version will use Libopenshot
and not MLT, our actual video framework. A lot of things has been changed
in OS Qt version.
