Can Openshot be used as recording program on custom video grabbing device?

I have a friend that is using some custom made hardware PC machine to record an Win 7 video input on USB device. His need would be "option" to add some notes on video input that is recorded in realtime video feed. Could it be possible to use Openshot as software to add text (like some sort of "subtitles") as notes on video as it is recorded? If not, perhaps you could point me to some other opensource like solution, as we would like to stray away from M$ platform and use Linux or some sort of BSD* operating system as base of this recording system.
Thanks for any info and keep up the good work, Openshot is great product, I keep recommending it over and over again!

I'm aware of VLC capabilities as I have access to (not the one I'm mentioning in firs post) system that is using this type of video input device: http://www.vdr-portal.de/board19-verschiedenes/board10-verschiedenes/55501-video%C3%BCberwachung-mit-bt878-karte-unter-linux/
I know it is working well under Linux, but I have no experience in mixing video stream with real time text adding.

the answer is no.

Yes you can add some titles but it is not a funny part. You could follow
this Tutorial (Video + tutorial in French) :

You should select the desired tutorial
You could use too some others tools like Gnome subtitles.
