small area blur / pixelation

Is it possible to blur out a small, as opposed to the whole, area of the screen? I can use the blur tool to blur the whole screen but cannot find a way to partially blur. Thanks

Hi,
Non on video effects present actually in Openshot. I've checked on the new video effects that we'll introduce in the 1.4.3 (sorry, I don't remember since the time that I've done that stuff). I'll said no but the best will be that you 'll check by yourself. For that, you must use the development version and install the last version of frei0r-plugins (i.e 1.3.1).
