Frame for picture in picture

I created a picture in picture video. Unfortunately the small clip does not contrast very well inside the big screen. Thus I wanted to create a frame around it.

I tried to insert a single colored image, make it slightly bigger than the small clip and put it in the background. Unfortunately the placement options only allows full percent steps (wouldn' it be nice to freely move the clip inside the preview which is anyway next to the settings). I was not able to position the frame properly that way.

Is there another way to create a frame?

I would create a custom title (to be edited in inkscape). Within inkscape, you need to create a rectangle, unset its fill (so it is transparent), and set an appropriate stroke (i.e. a thick black line). Then you position the rectangle in the correct position so it surrounds your PIP. Such positioning will require some trial&error, but is certainly feasible. This also allows you to create nice effects (e.g. a drop shadow) at no additional effort.
