Joao,
1) Yes, it would be possible to create a web-based video editor
2) However, you do not need OpenShot to make this happen. I would suggest looking into the MLT framework, and using their command line "melt" program. OpenShot is really focused on a GTK-based user interface, which will not be of any help to your project. Best of luck!
