Razor tool doesn't seem to cut or cuts in wrong place.

When frame stepping to a position, the play-head is placed on a frame.
If you try to cut on the play-head it will not cut because the razor is not on a frame boundary. It needs to cut just before or just after the play-head.
Therefore, use the timeline zoom to zoom in on the timeline and place the razor tool just to one side of the cursor to cut.
Also, you can use the "c" key on the keyboard to cut all clips (on all tracks) at the exact spot of the play-head.
