Dedug view "Technical Translation" not available for everyone

Hi,
Using OpenERP 7.0-20130527, the new user other than administrator cannot see the technical translation in debug menu. I searched through base.xml file and saw very peculiar domain set on these fields:
         <t t-if="view_manager.session.uid === 1">
Why is such capability is only available for these particular user. I also commented the line and the option emerged in the menu but after clicking the option regular user with "admin setting" access is presented with an empty ir.translation tree view. Why is that?[I searched among security options and found no trace of limiting the ir.translation object]

Nima,

This due to the level of access.

Only Admin user should be able to edit All translation at once, edit workflow, edit some other views!

But I would say, this restriction should work on a group but not on uid==1.
