Login form not translated

How to get the login form translated? The openerp-web-module are fully translated, and the translation are installed. But the translation takes effect after login, that means that the login form and the database administration are not translated.

I have tried to set the language option in /etc/openerp/openerp-server.config-file

[options]

; admin_passwd = admin
db_host = False
db_port = False
db_user = openerp
db_password = False
language = sv_SE
