Are you talking about the Sales -> Contracts sub-menu below the main Sales menu?

That option is added when you install account_analytic_analysis - Contracts Management

It is supplied with the system install of 6.1.1 - you can install it from the Settings -> Modules sub-menu.

I am not sure about the sense of the question. If the question is : Is it possible to install contract management like in the demo (demo.openerp.com), the answer is yes: follow the steps given by Ray.
