how to start with new module and which environment should i follow to start with.

As a Recommendation do the following:

1) Read the available technical memento first t openerp.com - it will give you a nice "Summary"
2) Look at some of the modules in addons-extra in launchpad - this will give you some good ideas how others have implemented new modules.
3) Then dig into the technical documentation itself.

This seems to be a good path when we introduce new technical people to the system.
