empty list of users when trying to send a Request

When I am trying to compose a new Request, I am unable to select any recipient. Just the actually logged-in user.
I press "New" button at the Requests list screen, then click Search icon besides the Recipient field. Pop-up window (search dialog) shows. In the list of users, there is just me.
When, after pressing "New" button, I manually delete a query parameter "domain" from URL, the recipient field shows empty, and the search works perfectly.
Do I do anything wrong?
