Proposing automatic stock move

When the scheduler checks for minimum stock rules, it can initiate a procurement which will start either a purchase or a manufacturing.
Is there a way to make it propose an internal stock move instead?
For instance, I would like to setup a "picking zone" location in my stock, and transfer goods from my main storage when the stock in the picking zone falls below the minimum.

I want to remind my blueprint about that:

which would allow to define any product flows across warehouses and locations and allow to place purchase or production in any warehouse (not only shop warehouse like it is now).

Some aid for warehouse to warehouse supply I have implemented in new stock_planning module but it is manually driven.
