quality versus price confused

I really struggle with the definition of "low", "average", and "high" price. Does it mean that this is an non-/average-/expensive restaurant generally (which doesn't seem to be me to be that valuable information in the first place)? Or is it some kind of evaluation of the value/price ratio (meaning that the restaurant is too expensive considering its food/service)? It seems to me that you are trying to squeeze to one variable two different values and it doesn't seem to look right to me.

It's the price for your personal perception from the around restaurants, in
resume: non-/average-/expensive restaurant generally. You must rate only
your favorite places, then, the value/price ratio has to be always the
best, but with different budget :)
