Unable to add language selection button to Phone.onboard

Dear community,

I want to customize Phone.onboard config by adding the language selection button. I believe it is doable via Phone.onboard modification. Unfortunately, code below does not work for me:

<panel>
          <panel filename="Phone-Alpha.svg">
                    <key group="bottomrow" id="language" />
          </panel>
</panel>

I tried to use "language.wordlist" as id unsuccessfully also.
Please, help me.
