Hi..I wanted help on runnig onboard 0.99 soruce code in netbeans

Hello
I am new to linux os n working on python for the 1st time.
I was hoping if you could help me out with running onboard 0.99 in Netbean ide.
Any other Ide with Gui to make changes in current source code wil also do.
Also this might sound little dumb....but is the source code obtained after extracting tar.gz file enough to make changes.
