Why is the top bar made of buttons and not a proper GtkMenuBar?

The "Faked up" menu bar looks a bit out of place, why is http://developer.gnome.org/gtk3/3.1/GtkMenuBar not used?

Yeah it's further to drill down, but it groups items nicely and is hidden with Global Menu

File -> [Quit,Home, Refresh];
Edit -> [Preferences, TroubleShooting, Switch Service]
Help -> [About, Nuvola Help(Goes to help page)]

The menu is not used, because there are currently only a few commands which perfectly fit to a single line toolbar. Menu will be used as soon as new entries will be added.
