Nova VM HA will be supported in Liberty?

        I read the document “Deep dive into highly available open stack architecture openstack summit vancouver 2015” link is http://openstacksummitmay2015vancouver.sched.org/event/0ff177c7525d10423ddf638ffa69c1fd#,in Page 40~Page 41 Mention that the nova VM HA pROBABLY supported in Liberty,Each host is independent,Nova-compute watched locally by SystemD, Liberty BluePrint:Mark Host Down.
       I don't known which one as follow is correct:
              A、when the Host A(KVM or Physical Device) is failure,the vms on A will be reboot on another Lived-Host B;
              B、when a vm is failure ,the hypervisor or the host which the vm belong to will trigger to reboot the VM;
  Do you know which one is right? Hope someone can give me the correct message,Thank you!
