Need info on how to migrate offline vm using openstack

Hi,

Does anyone know how to migrate offline VMs using openstack ?
I looked into nova live-migration but it doesn't allow doing migration when VM is not active.
Is there a way that VMs can be migrated when they are not in active state?

Any pointers is appreciated.

could you try "nova migrate [--poll] <server>"

This CLI will migrate a server which does not need to be active. The new host will be selected by the scheduler.
