OpenStack Compute (nova)

Does nova have any limitation for deleting instance?

I'm trying to delete instance when snapshot an image from it. The result is that instance is deleted and snapshot image is always in 'SAVING' status.
Is it a bug? If not, how to avoid this problem?
Does nova have policy to limit delete instance operation?

Got the answer. instance deleting should be always allowed regarding the state of the VM(including snapshot). This is work as designed.
