Suepended Instances and Quotas

Why do suspended instances still count against the project quotas? Is there a way to change this?

The only way to decrease the quota usage is to delete the instance.
I think the suspended instance is actually hold some resource, like root disk. So the quota is count for it.

Can you help with this problem?
