How to create Snapshot Scheduled In command Line?

Hi I am Gowtham working on Openstack.
1.) I need to create a Snap Shot Manually.
I tried in Command Line Using the Following Command: nova image-create <image Id> <Snapshotname>.
I can Able to create. the thing is i need to execute the following command every time to create a snap shot.
but i need to be scheduled in crontab. i tried by scheduling with my system time in crontab with the above command. but its not creating.

2.) If i create manually as i said first . the snapshot in Dashboard time is differing from my system time.

So i need to done it manually. help me to rectify this issue.

I had used the fcron, however it was deleted from Ubuntu since Oneiric.
Right now it looks like they released the new version, http://fcron.free.fr/
It had the timezone option.
