VM always gets the other tenant fixed IP in FlatDHCP mode

Network manager is FlatDHCP, I create two tenants and associate each with a network.
When creating VM to get fixed IP, I found the VM got two tenant fixed IP,
and only can be connected via the first tennat's IP.

It doesn't make sense.

When allocate fixed ip for a new instance, the tenant of network is not used If network manager is FlatDHCP or Flat.

You can try VlanManager or use Quantum.

When you create fixed IP pool, there is NO a MUST for jut VlanManager or Quantum.
This should be a bug.

In FlatDHCP or Flat mode, single IP pool is supported.
