Why a snapshotted template is not public in Glance ?

cf. nova/virt/libvirt_conn.py line 459 of bzr1084.

This is currently not a feature that is supported. I would imagine that most people take snapshots to use as backups, so there is no need for them to be public. I would not want any snapshots I take of my servers to become public for all to see!
