I try to use RCS380 to emulate Type1,Type2,Type4A,Type4B tag, but I am not sure whether RCS380 can emulate.

Hardware-wise the RC-S380 can do Type 2, Type 3, and Type 4A tag emulation. Only Type 3 Tag emulation has yet nfcpy library support. Type 2 and 4A emulation would need to be done using clf.exchange commands.
