neutron router gateway port status is down

I followed open stack (Juno) installation guide on ubuntu 14.04 with 3 nodes scenario. Every thing is very good but when I create router using a demo user and make ext-net as a gateway to this router , this interface still in down status.

I'm sure I trace the guide step by step, Please give me any idea or a start point to solve this problem.
