How to forbit to plug instances to external network directly?

In setup with private routers, is any way to forbid users to plug instances directly to the external network?

Ok, found by myself: remove all tenants instances from external network and clear 'shared' flag in external network properties from administration page.

why u set it 'shared' at the first place?
