grizzly-02-overlapping ip subnet issues within the same tenant

Using grizzly 2 /ubuntu 12.04/quantum/openvswitch ( 3 node setup: controller/compute/network)
allow_overlapping_ips = True

Able to create the same subnet 192.168.31.0/0 in both Tenant A and Tenant B .
However, creating 2 duplicate subnets within the same tenant fails. Error: overlaps with another subnet.'.

Is overlapping ip feature is only across tenants?

overlapping within one network is always failing whatever the allow_overlapping_ips is.
