network_manager=nova.network.quantum.manager.QuantumManager
this is a wrong conf.
And the correct is?

use this network_api_class=nova.network.quantumv2.api.API in your nova.conf to use quantum v2 api.
in this way,it is not necessary to run nova-network any more .
