Add support for PostgreSQL

Since your using sqlalchemy and that most of the database calls of sqlite are similar to postgresql I guess this
feature will not be hard to implement for both quantum-server and plugins.

In Folsom 1 there were a changes regarding the database management. All of the database interfaces are now via sqlalchemy. Do you still see any problems?
