sfc with port-pairs on different network

I am trying to test SFC with ports on port pairs in different network.
Setup Details:

source VM --------- SF VM1-----------destination VM
source vm egress and SF VM1ingress ports are on network1 (For eg 15.x.x.x)
SF VM1 egress and destination VM ports are on network2 (For eg 16.x.x.x)
When ping from source VM to destination VM is initiated ,traffic is dropped in ingress port of destination VM .
tcpdump on ingress port of SF VM1 shows echo request from source vm to destination VM
From egress port of SF VM1 , icmp echo request is sent to destination VM with destination MAC as MAC address of destination VM
Other details:
Port Pair - Port on 15.x.x.x and Port on 16.x.x.x

Openstack version : stable/newton.

Can you please let me know if this is supported.
