VM without a security group can not get ip address

Hi,

     This link(https://bugs.launchpad.net/networking-ovn/+bug/1790900) and releated patchs tells that there is no need to add acl in networking-ovn to allow DHCP traffic.

    I find that VM without any securitygroup still can not get ip address now. My environment is OVS/OVN 2.10,openstack Rocky.
