Provide ability for end user to create a web favorite while in the browswer that shows up in the launcher

Can we provide a UI mechanism that facilitates the user creating a web favorite while they are on a particular site that will show up in the launcher's "Favorites" section?

The user can drag a URL to the Ubuntu icon from firefox, and that will add a link to the URL in the launcher. This process still needs work, and also probably needs to be accompanied by a more discoverable process.
