well.. i'm not an expert, but
you can rearrange by drag and droping, but through System -> Preferencies -> Principal Menu (think its that, mine is in portuguese)

although i don know how to rearrange favourites.

System -> Preference -> Main menu and move with Up & Down

No, you rearrange favourites by this:
1. Enter gconf-editor
2. Go to /apps/netbook-launcher/favourites
3. Change the order
